Chen Zhilie Participates in and Witnesses the Entire Process of the "Private Economy Promotion Law"

On the morning of April 30, Chen Zhilie, a deputy to the National People's Congress (NPC), Chairman of the Guangdong Federation of Industry and Commerce, and Chairman of the Board of Directors of EVOC High-Tech Holdings Group Co., Ltd., had the honor of witnessing the passage of the Private Economy Promotion Law during the NPC Standing Committee session at the Third-Floor Meeting Room of the Great Hall of the People. This law, which encapsulates over four decades of experience in the development of the private economy, marks the first time that the policies and effective practices for promoting the private economy since the reform and opening-up, especially since the 18th National Congress of the Communist Party of China, have been codified into legal provisions. It establishes principles such as equal treatment and protection for the private economy through national legislation.

The drafting of the Private Economy Promotion Law began on February 22, 2024. From its initial proposal to participating in the legislative kickoff meeting organized by the Ministry of Justice, where he delivered a thematic speech, to witnessing the third review and passage of the bill at the NPC Standing Committee, Chen Zhilie was deeply involved throughout the entire process. His efforts ensured that the voices of entrepreneurs were heard via the "legislative express channel for public opinion," contributing wisdom and strength to the high-quality development of the private economy.

As a barometer of confidence for private enterprises, the Private Economy Promotion Law provides comprehensive and detailed provisions in areas such as fair competition, property rights protection, investment and financing, technological innovation, standardized operations, service guarantees, and rights protection. It not only offers all-round support and safeguards for private enterprises but also provides clear legal foundations and guidelines for government agencies, judicial bodies, and others in promoting the development of the private economy. This will help foster a stable, fair, transparent, and predictable legalized business environment, enabling private enterprises to operate with clear legal frameworks and established rules. The law fully reflects the high importance and deep expectations the Party and the state place on private enterprises, signifying a major step toward building a high-level socialist market economy in China.
