Abstract
The on-site information acquisition and transmitting system for public emergency is designed to collect the remote audio, video and all kinds of information useful for decision-making. The system transmits the information to a command center of the government via satellites or microwave communications on a real-time basis, thus providing a reliable information system for government’s urgent handling of emergencies. Application Background
Public emergencies fall into four categories, i.e., natural disasters, accidents, public health emergencies and social security incidents. Closely related to people’s daily life, these emergencies have a direct impact on the stability and development of human society. In recent years, public emergencies occurred one after another, such as Wenchuan earthquake, severe tropical storm in Bangladesh, Bombay railway explosion, etc. In the handling of these disasters, people can see that a sound on-site information system and handling capability are essential to prevent, control, alleviate and minimize the impact of public emergencies, and play important roles in safeguarding state security, maintaining social stability and protecting benefits of the people.

System Introduction
The on-site information acquisition and transmitting system for public emergency is designed to collect the remote audio, video and all kinds of information useful for decision-making. The system transmits the information to the command center of the government via satellites or microwave communications on a real-time basis, thus providing a reliable information system for government’s urgent handling of emergencies. The command center makes effective evaluation and judgment according to the information feedback from the site, then takes measures to minimize the losses and damages caused by the emergency.

System Requirements
Emergencies may happen anywhere, so the information system must be able to continuously run for a long time in some complicated environments, such as extreme temperatures, dampness, EMI, heavy dust, vibration & shock, etc. Personal and commercial computers can not satisfy this requirement. To acquire all kinds of on-site information on a real-time basis and accurately process them, it is advisable to adopt rugged computers and corresponding control board and management module. The stable, reliable, waterproof, dustproof and anti-shock system can be run non-stop for a long period of time.

System Principle
Based on the analysis of four categories of emergencies, the system adopts state-of-the-art satellite communications and spread spectrum communications, transmitting the on-site video, voice or other kinds of information to the command center on a real-time basis, thus providing a reliable information system for coordinated command and a real-time data source for the establishment of decision-making system.

The system collects all kinds of information or data on a real-time basis via front-end sensors or detectors, then send them to embedded microprocessors via interfaces. After being processed by 32-bit microprocessors, all the data are to be transmitted to communication unit via data interfaces. Then the communication unit transmits all the data to the command center via wireless microwave communications or satellite communications, and displays them onto central display devices.

The command center can deliver its orders and directions to the site of emergency via communication units, as well as acquire information or video from the site for decision-making.
