System Introduction
MEC-9102 traffic incident video detector adopts full-screen multi-object detection and recognition technology to process and analyze video images received from road monitoring cameras. In this way, the product can carry out detection, alarm sounding, recording, transmission and data collection on a real-time basis, as well as detect and collect traffic flow parameters. The traffic incidents to be detected include stopped vehicles, wrong-way drivers, queues, slow-moving vehicles, fallen objects, traffic congestion, smog, fire, vehicle crash, pedestrian and non-motorized vehicles, etc. When an incident is detected, MEC-9102 video traffic incident detector can record a video covering both before and after the occurrence of the incident, and at the same time sound an alarm. The traffic flow parameters to be detected include average speed, headway, traffic flow, lane occupancy ratio and vehicle length classification, etc. With many years of experience and expertise in video graphics processing technology for image-based vehicle guidance system and earth observation satellite, EVOC Group adopts object/background separation and automated template acquisition & matching technology based on self-adaptive models. The detections of various traffic incidents can be achieved by tracking each moving object and indentifying their characteristics, as well as analyzing object trajectories and multi-dimensional data. Featuring sophisticated technology, stable and reliable performance, this product has been successfully applied in intelligent management systems of highways, tunnels and bridges.
Project Overview
The tunnel in this particular case is a six lane twin-tube tunnel, which has a total length of 1000 meters (500 meters for each tube). In accordance with the setup rules of incident video surveillance (each surveillance section covers 150 meters), there would be 8 surveillance sections to be set in the tunnel, and 24 fixed cameras in total would be used. With a view to customers’ requirements and the features of EVOC MEC-9102 traffic incidents detectors, this comprehensive technical solution delivers automatic surveillance, alarming and recording of traffic situation and abnormal incidents, as well as collection of traffic parameters in each road section (of the tunnel).
Structure of Traffic Incident Video Detection System
1. System Structure
The EVOC MEC-9102 traffic video detection system in use is based on the technical requirements of the project, and its structure is shown in Figure 1, “Traffic Video Detection System”. It mainly consists of cameras, video transmission and distribution system, MEC-9102 traffic incident video detectors, network transmission equipment, data servers for traffic incident video recording, administration terminals and its operating software, etc.

2.2 Cameras
Cameras capture the surveillance pictures on the road, serving as picture sensors. The pictures are sent to surveillance center via video transmission and distribution system, and then would be sent to traffic incident video detectors in the form of analog signals.
2.3 Video Transmission and Distribution System
The video transmission and distribution system consists of two parts: one is remote pictures transmission system, and the other is pictures distribution system.
The remote pictures transmission system transmits the surveillance pictures captured on the road to the surveillance center via optical fiber communication network. The remote pictures transmission system can adopt either point-to-point topology or bus topology. The signal format used for remote transmission can be compact digital video stream or non-compact digital video stream, or in the form of analog signals.
The pictures distribution system routes the incoming picture signals to various application devices, in accordance with general rules of the whole system. In this case, the pictures distribution system is responsible for converting the pictures acquired from each channel into analog video signals which are to be routed to the input ports of MEC-9102 traffic incident video detectors.
2.4 MEC-9102 Traffic Incident Video Detectors
At the core of the system are MEC-9102 traffic incident video detectors. Each detector adopts a 19-inch 1U customized server and a video processing hardware platform that consists of 4-channel real-time video digitalization modules. These video digitalization modules convert the incoming analog video signals to digital video ones for the analysis by traffic incidents video detecting software. The operating system adopts Embedded Linux for better virus-proofness, and its traffic incident video software is “Traffic Flow and Traffic Incidents Video Detecting Software” developed by EVOC group. This software, by processing and analyzing digital video, is capable of detecting, alarm sounding, video recording and image storing of traffic incidents, as well as detecting of traffic flow parameters.

2.4.1 Traffic Incidents Detecting and Alarm Sounding
MEC-9102 traffic incident video detectors, on a lane-specific and direction-specific basis, as required by customers, detect the following traffic incidents on highways or in tunnels: stopped vehicles, wrong-way drivers, speeding, queues, slow-moving vehicles, fallen objects, traffic congestion, accidents, non-motorized vehicles, pedestrians, smog and fire. When several incidents coincide, it can prioritize the information processing and alarm sounding for different incidents to prevent repeated alarm sounding for the same incident.
2.4.2 Automatic Video Recording of Traffic Incidents
When detecting a traffic incident, the MEC-9102 traffic incident video detector may be set by users to automatically record the video for certain time periods before and after the incident, and store the video recording in MEC-9102.
The length of video recording covers periods of time (no less than 3 minutes in total) both before and after the occurrence of the incident. And the total length can also be preset by users with the terminal administration software.
The functionality of automatic traffic incident video recording include: automatic recording activated by incidents, permanent recording, administrator recording, multi-camera recording and external trigger video recording.
2.4.3 Displaying the Device Operational Status
On the front panel of the MEC-9102 traffic incidents video detector is an LED display, which shows the network address, video input status, and operational status of the device. Users can switch the information on display by the button on the side of the LED display. The status information can be routed to the terminal administration software of users’ terminals via networks. The operational status can be monitored distantly with the software.
If the terminal administration software can not acquire the information from detectors, front-panel operation can help you ascertain whether it is caused by faulty network.
2.4.4 Monitoring and Statistical Analysis of Traffic Parameters
In addition to detecting traffic incidents, the MEC-9102 traffic incident video detector checks the traffic parameters of its monitoring sections. The parameters include:

Classification by length of vehicle
The detection interval or data-collection interval can be set by users, ranging from 30 seconds to 60 minutes. When an interval elapses, the count of vehicles returns to zero.
2.5 Data Servers for Traffic Incident Video Recording: EIS-2201

The data server for traffic incident video recording is installed in the surveillance center, used as a date server to store video records of traffic incidents, statistical data on traffic flow and so on.
When the system needs an enormous storage capacity, it is advisable to adopt disk arrays.
EIS-2201 supports Quad-Core Intel Xeon Processor, 2 x onboard 10/100/1000 Mbps LAN port, 8 x 3.5-inch removable hot-swap hard drive bay, 1 x optical drive bay, 1 x floppy drive bay and RAID0,1,5,10, featuring excellent reliability and energy efficiency.
2.6 The Ethernet Switcher: EVS-8062-GM
The Ethernet switcher connects the incident video analyzer and the incident detection servers, as well as other application devices. Given the throughput of the system, it is advisable to adopt 10/100M self-adaptive Ethernet or GB network.
EVS-8062-GM supports IGMPv1/v2/v3 scanning, port-service quality control, 802.1Q VLAN, dynamic GARP VLAN Registration Protocol, event notification by Email, SNMP trap and Relay Output, as well as Port Mapping/Port Forwarding and IP encryption.
2.7 Administration Terminal: EIC-2403
Administration terminals are mainly responsible for the adminstration of traffic incident video detectors. Its responsiblities include:
Commincating with traffic incident video detectors;
Setting their operational parameters;
Monitoring their operational status;
Checking and outputting the video records and traffic flow data stored on traffic incident detectors, and storing the information on the data servers;
Responding to the alarm sounded by the detectors and handling the alarm message;
System authorization setup and operational logbook administration.
IPC-2403 features excellent heat dispersion design, real-time temperature monitoring for the whole unit and classic industrial design. It supports 13/14-slot passive backplane, full-size CPU card, latest Core 2 dual-core motherboard, HDMI interface, UPS function, EVOC EPI bus and its interfaces. The operation of the box PC is stable and reliable.
